Sa-hyun and Soo-hyun(younger) are orphaned. They dream of being policemen when they grow up. Their dreams are realized years later, But Soo-hyun ends up imprisoned. He is the victim of an organized crime plot. Three years later, upon his release from prison, he plans a new life with his close friend, Sang-chul. But he is not totally free from the clutches of the mob and Sang-chul is murdered. Soo-hyun becomes bent on revenge. While his brother watches on, Soo-hyun confronts the mob in a vicious battle. When he is brutally killed, Sa-hyun opens his eyes and seeks to avenge his brother's death.
