Answer: dawsx said "I feel like it would make the most sense if the pawn at b2 can't move into the portal unless the other end is empty, and the a2 and c2 pawns can only move into the portal if there's a capture. Keeps with the established pawn movement rules. That said I don't know if the move b4 should be considered legal in this case."
One can also take by moving the portal on b3 onto the pawn on b2, the pawn on b2 would then be teleported to the portal on b7 taking the pawn on b7.
