In my own oppinion, being "smart" means to know a lot of information, and being "wise" means to know how to use all of this information in your life. However, a smart person is not nesesery wise, and a wise person is not nesesery educated.
Those two words are synonymous though between them are some differences. A word "smart" tend more to those people who have the ability to think, to analyse, to comprehend, to learn as well as be shrew, sharp in thoughts, talented and energetic in sense of respond quickly. Usually smart people are well educated and with age become wise people.
A word "wise" tend more to the old people who using their previous life experience try to judge some things and events what is true or false, good or bad. Wise is the quality of being prudent, sensible having a common sense. In other words "wiseness" is a second step of "smartness" which is coming with age though can be a product of education in early years.
