It is targeted on the individual because it is intended to eradicate the personal security, liberty, health, dignity, and lives of individual members of the targeted group. It is targeted on the specific group because it attacks the essential foundations of the life of that group, its political and social institutions, its cultural and intellectual life, language, national feelings, religion, and economic existence, with the aim of annihilating the group itself.
