The film opens with a daring escape of a convict imprisoned for killing an FBI agent, then moves on to two Seattle detectives chasing a suspect who gets away, destroying a forklift in the process, these two detectives are reassigned to a stakeout, watching the girlfriend of the escaped federal prisoner. One falls in love with her, the escaped convict eventually catches up to her, with them actually, and in the midst of their getaway, the escaped convict learns that his woman's man is a cop, but the two detectives kill him, saving the day.

A bit of movie trivia.
01: Richard Dreyfuss and Emilio Estevez were having a movie trivia contest on the set one day. Estevez asked Dreyfuss to identify the movie that the line "This is no boating accident" was from. Dreyfuss didn't recognize the quote, despite the fact that he was the actor who said it in Jaws (1975). Deciding that this was too good to pass up, this incident was re-enacted for the film.
02: This was Madeleine Stowe's first major role in a movie.
03: Aidan Quinn replaced Val Kilmer. Kilmer was originally cast as Richard "Stick" Montgomery but dropped out before filming began.
