Although a group is a public place, it still has an owner – the administrator. It is he/she who is responsible for keeping order in the group. Only the group administrator can view the agreement/requirement item whose violation caused the group to be blocked. Also, the Customer Support Team never discloses the reasons for group blocking to anyone but to the group administrator. Even if the administrator is not available and doesn't keep an eye on the group. So if your favorite group is blocked, you can only wait and see whether the administrator can solve the problem.
